After earning his FIFA badge in 2000, Navarro went on to be one of Canada’s most successful referees. He retired at the end 2011 having reached the mandatory retirement age.
Navarro was elected to the Gold Cup in 2007. He refereed the Group Stage match of Panama and Honduras as well as the Quarter-Final match of Honduras with Guadeloupe. He was also selected to referee the 2007 FIFA U-20 World Cup in Canada that year. Due to injury, he was not able to referee any matches and instead only served as a fourth official.
Navarro’s final international appointment came on November 15, 2011 when he officiated the reigning World Champions Spain and Costa Rica. The initial plan was for Hector Vergara to work the match too, so the friends Navarro and Vergara could officiate their final match together, but Vergara had work commitments and was unable to accept the game.
Navarro was appointed to the 2003 Gold Cup as an officiator for three matches: one in the group stage and one in the Quarter-final. The Final was then played.

After only one year on FIFA’s list, Navarro was elected to the Copa America 2001, which was held in Colombia. Only one match was officiated by him, the Group C opener between Uruguay and Bolivia, which Bolivia won 1-0. Later, Navarro described this match among his most difficult matches.
Navarro, upon his retirement, referred to the 2003 Gold Cup final between Mexico and Brazil as the high point of his career. Both Brazil and Mexico were represented by him in the quarter-finals.
Navarro was selected, along with Canadian Assistant Referees Hector Vergara and Joe Fletcher to officiate the decisive second leg of the 2008 CONCACAF Champions Cup. For Navarro, this came after three successive semi-final appointments in the past three years of the tournament. This was the final match ever of the tournament, as beginning the following season it was replaced with the current CONCACAF Champions League.
