Matthew Harris Kisber, born January 31, 1960, is a Tennessee businessman and Democratic politician. He served ten consecutive two-year terms as a member of the Tennessee House of Representatives and was the Commissioner of the Tennessee Department of Economic and Community Development under Phil Bredesen.

Kisber served as a part time legislator while he was employed by First Tennessee Bank. He held the vice president of business development position at First Tennessee Bank until 2003.

Phil Bredesen, the newly elected governor of Tennessee, appointed Kisber as Commissioner of the Tennessee Department of Economic and Community Development in January 2003. This was his first state cabinet post. He held it until January 18, 2003. Bredesen resigned January 15, 2011. The National Coalition for Capital Formation named him a “Champion Small Business” in 2009. Southern Business & Development Magazine also included Kisber on its list of “Ten People who Made a Difference” in the same year.

In 1982, Kisber was elected as Jackson’s representative in the Tennessee House of Representatives. He served ten consecutive two year terms in office before voluntarily stepping down in November 2002. He was chairman of the House Finance, Ways and Means Committee, and he also chaired special joint committees of both the House and Senate, which dealt with matters such as workers’ compensation, electricity deregulation, and business taxation. He was also the chairman of the National Conference of State Legislatures Committee that examined streamlining state sales tax administration.

His legislative achievements in the area economic development were numerous. He was instrumental in the 1993 passage of a bill to provide tax credits for Tennessee businesses that create or expand jobs. He was a champion of reforming workers’ compensation in Tennessee, and he also established a unit to investigate workers’ compensation fraud in the Tennessee Bureau of Investigation. He was co-sponsor and author of a 1998 bill that created a program for employment training grants to companies that offer high-paying, highly-skilled technology jobs and manufacturing jobs.

As of 2013, Kisber is president and chief executive officer of Silicon Ranch Corporation, a developer and operator of solar energy facilities. In 2018, Kisber facilitated a deal with Royal Dutch Shell in which the company took over the 44% minority interest previously held by Partners Group.
