In 2010, he won re-election to the third and final term as a legislator without opposition.

Herrera-Hill was ultimately defeated by Republican candidate Susan Goldstein, so when Goldstein was re-elected during the year 2006 Kiar tried to defeat her. He was in the same race as Executive recruiter Walter Birch in the Democratic primary and campaigned on expanding the availability of health insurance to people with low incomes, enhancing the quality of public education, supplying working households with housing that is affordable and closing the Citizens Property Insurance Corporation, which Kiar described as an “mess” plagued with corruption. Kiar was able to win the primary, with 64percent of votes and was able to advance into the general elections. Kiar was backed by Michael Schiavo, the wife of Terri Schiavo who was put on life support as her husband wanted to let her to die after various state officials became involved. He also criticized Susan Goldstein for supporting intervention in the matter, stating, “Susan Goldstein decided she knew what was best for me and my family. [She] should apologize not just to me but the people who voted for her.” In the course of campaigning, Kiar received criticism for accepting contributions to her campaign by Chris Kovanes, a former Davie Town Administrator, who was accused of stealing several hundred thousand dollars which Kiar described as “despicable.” Kiar was a proponent of the establishment of a state-wide, publicly-elected insurance commissioner who would reform home insurance, as well as the introduction of tax breaks on property for “first-time homebuyers and public servants such as teachers, firefighters, and police officers,” as well as the preservation in the law of Class Size Amendment. In the final vote, Kiar narrowly defeated Goldstein by a margin of 53 percent of the votes.

Martin David “Marty” Kiar (born on June 19th 1977) is a Democratic politician currently serving in the position of Broward County Property Appraiser. Kiar was previously the Broward County’s Mayor Broward County and a Broward County Commissioner who represented the 1st District between 2012 and the year 2016. Before being elected into the Broward County Commission, Kiar was a member in the Florida House of Representatives from the year 2006 until 2012, representing the 97th District.

The year was 2004, and the the incumbent State Rep. Nan Rich could not seek another term due to limit on term length, Kiar ran to succeed in the 97th District that included Coconut Creek, Davie, and Weston in the western part of Broward County. Kiar was up against Weston City Commissioner Barbara Herrera- Hill in the Democratic primary and campaigned to provide seniors with financial assistance to purchase prescription medications as well as reforming the Florida Comprehensive Assessment Test. He was supported by the Sun- Sentinel over Herrera-Hill. The newspaper was awed by Kiar’s “history of public service” as well as “energy and enthusiasm.” In the end, however, Herrera Hill was able to defeat Kiar by winning 53 percent of the vote, compared against his 47 percent.

In 2012, rather than seek re-election to the legislature, Kiar instead opted to run for the Broward County Commission from the 1st District, which includes Davie, Lauderhill, Plantation, Sunrise, Tamarac, and Weston in western Broward County. Though he was initially opposed by a number of candidates, all of them dropped out, and he won election to the County Commission entirely unopposed.
