Markku Antero Markkula (born July 15th 1950 Kolari, Finland) is an Finnish politician and the first Vice President of the European Committee of the Regions. He is a Member of the Finnish Espoo City Council since 1980 and the President from 1990 to 1992 and then in 2010. Markkula is also a member of the Board of the Helsinki-Uusimaa Region Council, and is the Chairman of the Espoo City Planning Board since 2004.

Career in Education Markkula is currently employed in Aalto University as the Advisor to the Aalto Presidents, where his primary main focus is European Union research, innovation and education policy issues. In 1984, Markkula was the first director to be full-time of the Continuing Education Centre of the Helsinki University of Technology (1984-1991). He also served as director of the Lifelong Learning Institute Dipoli (1991-1995 between 2003 and 2008) and was a part-time Secretary General for the International Association for Continuing Engineering Education between 1989 and 2001.

Career in European Politics He has been a member of the European Committee of the Regions (CoR) since 2010 and has held a number of positions in the institution over the last five years including the 1st Vice-Chair of the EPP Group and Chair of EPP Group’s Task Force on Europe 2020.

His latest book, published in 2015 and co-edited by Lappalainen and Hank Kune, is called Orchestrating Regional Innovation Ecosystems.

Markku Markkula graduated as a Master of Science in Technology in Industrial Business and Management in 1979 from the Helsinki University of Technology (later Aalto University of Technology). Prior to that, he was elected Vice- Chair of the student body in 1974, and the Chairperson in 1975. He also was a member of the Finnish Society as the Chairman of the Board of the Academic Engineers and Architects in Finland TEK (1993-2005).

During his term as an MP his international work included holding the Presidency of European Parliamentary Technology Assessment (EPTA) Council.
