Halsey mostly refereed during the Premier League from 1999 to 2013, and was included on the List of Select Group Referees since the time of its inception in 2001 up to his resignation.
In 1999, Halsey was elevated to the position of the Premier League referee, his first appearance was an 1-1 draw in the month of August during the game between Wimbledon as well as Coventry City.
In 2000, Halsey was added to the FIFA list of referees, officiating in the Toulon Tournament of that year. In 2001, he was a referee for the football tournament at the World Student Games in Beijing and in 2002 at the FIFA World Disabled Championships, held in Japan.
Also in 2002, he was appointed as fourth official to Mike Riley for the FA Cup final at the Millennium Stadium, where Arsenal defeated Chelsea 2–0.

Halsey played for 12 years in non-League soccer with teams like Cambridge City and Hertford Town before he began refereeing in 1989. In December 1984, he played only one match with Barnet and then joined St. Albans City.
