Both were Chinese photographer working for the U.S. Information Agency. The family moved to Hawaii at the age of Foo aged 10. Foo spent his childhood surfing on the South Shore of O’ahu, and continued to surf through his teens. The family moved numerous times throughout his teenage years, but eventually returned to Hawaii shortly before Foo completed high school. Foo studied for two years in The University of Hawaii.

On the 23rd of December 1994 Foo was killed in a surfing accident in Mavericks, a huge surfing spot situated in Half Moon Bay, Northern California. Surfer magazine reported that Foo had a sleep deprivation following his arrival in California via an overnight flight to catch the big swell. On the way to take off, on a wave estimated to be between 18 and 20 feet (Hawaiian scale), Foo experienced a apparently harmless wipeout, which ended to his drowning. The tragic wipeout was documented from two angles and showed Foo falling to the ground near his bottom. It is believed that the surf leash of Foo had become caught on the rocks, with swift currents of another wave that was passing over him preventing him from disconnecting his ankle strap and making it to the surface. The theory was confirmed by the professional surfer Mike Parsons, who wiped out in the next wave, claimed that he was in collision with something else, perhaps Foo when he in a tumbling under water. Foo’s body was found connected to the damaged part of his board’s tail in the Pillar Point lagoon, over two hours after the incident. The coroner’s findings cited “salt-water drowning” and “blunt head trauma” as the motives for death.

At the age of 1977, Foo became a member of his first tour, the IPS World Tour which is a professional surfing tour. In the beginning of the 1980s, Foo decided to leave his participation in the IPS World Tour and stopped competing. Foo’s love of surfing big waves led him to ride bigger and more powerful waves. He was in 1983 when he swam Waimea Bay, a famous large wave surfing area on O’ahu’s North Shore of O’ahu, for the first time. However, it was the 18th of January in 1986, when he stepped out into the bay and encountered waves that astonished observers as being more than 60 feet which made him famous. Foo was thrown off the ledge that was overhanging him and the force of the waves broke his surfboard, and tossing him into the ocean until he was rescued by a helicopter nearby. However, he emerged from the accident uninjured. He reported the incident to various magazines about surfing and, despite his fall the accident itself, it raised his surfing to the level of the status of an “demigod.”
