Then she returned to the federal service as an under secretary for Democracy and Global Affairs from August 10, 2009 until 2011. This was the prelude to her expanded responsibilities as the Under Secretary of Civilian Security, Democracy, and Human Rights and Human Rights, which she served until 2013.

In June 2006 she was appointed as a member of The UN Advisors Group on Inclusive Financial Sectors. She was on the board of directors of the U.S. Institute of Peace and was appointed to the post by she was initially named to by president Bill Clinton. She was chair of the board for Bread for the World and was also on the Boards of Calvert Foundation, Public Welfare Foundation as well as BRAC, the Inter-American Foundation and BRAC in Bangladesh. She is an active part of the Council on Foreign Relations.
