Biagi was born 31 July 1982 in Alexandria, West Dunbartonshire to Mary Biagi and Antonio Biagi. They were a fish-and chip shop owner from the Scots-Italian heritage. He went to secondary school at Hermitage in Helensburgh. He graduated from the University of St Andrews with a degree in International Relations. In 2002, he was elected to a one year sabbatical to serve as Vice President (Representation), of the Students’ Organization. He also managed the unsuccessful campaign for Germaine Greer to be elected as Rector. In 2005, he graduated with a First. Biagi continued his postgraduate studies at Wadham College Oxford University in 2005. He later left to return to Scotland.

Biagi was elected to the seat of Edinburgh Central at the 2011 Scottish Parliament elections. He defeated Sarah Boyack, Labour incumbent, by a narrow margin (237 votes). However, he achieved only the second-lowest share of vote among any SNP constituency candidates. Biagi is believed to be the youngest person ever to win election to the Scottish parliament in a constituency seat. He took the oath of office as an MSP in both his native English and Italian when he was sworn into office.

In 2013 Biagi laid amendments to the Post-16 Education (Scotland) Bill to create duties on agencies including the Scottish Funding Council to support widening access to further and higher education, which were passed by Parliament with Scottish Government support. Shortly after he was elected as Honorary President of the Federation of Student Nationalists.

Biagi joined the Scottish Government as Minister for Local Government and Community Empowerment in November 2014. While in this role, in February 2015, he was appointed as co-chair of the Commission on Local Tax Reform – a cross- party group set up by the Scottish Government, tasked with examining alternatives to the Council Tax.

On 2 June 2011, he gave his maiden speech in praise of renewable energy. Then, on 8 June, he held the first Member’s Debate of the Parliamentary term in support of the UK Green Investment Bank being located in Edinburgh. Although the campaign was a success, Biagi became more critical when it was revealed that most staff were based in London and not his constituency.
