He served as Member of European Parliament for West France constituency between 2014 and 2019. He is a member the French center-right party Les Republicains (LR).
Joulaud was re-elected as Fillon’s deputy member of parliament in the same constituency for the 2007 national elections. Francois Fillon, Marc Joulaud, and 53,40%, of the votes at the first round were re-elected. Fillon was confirmed French Prime Minister on June 19. Joulaud was elected MP again on the 20th July 2007. He returned to his former political group and committee but was elected president of the friendship between France and Sierra-Leone.
On 28 September 2012, after Fillon’s resignation, he was elected President of the Communauté de commune de Sablé-sur-Sarthe at the absolute majority, with 56 votes.
Candidate for the first time on his own name in the 2012 elections, Joulaud obtained 31,67 % of the ballot at the first round and accessed to the second round. On 17 June 2012, the second turn is on-going but after a long campaign, he obtained 40,55% of the votes while his rival Stephane Le Foll won the election with 59,45% of the votes.
After Francois Fillon’s election to the post of MP, Joulaud was elected substitute deputy MP for the 4th constituency in Sarthe on 9 June 2002 (With 55.21% of votes at the first round). Francois Fillon was nominated as a member and he became an MP on the 19th of July 2002. During his entire term, he was a member both of the UMP group of the Assemblee Nationale and the Defence committee. He was responsible for the supervision of credit execution. He was also vice president of the friendship group France-Slovenia.
