Manvel Grigoryan is one of the most popular and richest Politician who was born on July 14, 1956 in Arshaluys, Armavir Province, Armenia. He was born in Armavir, in the Armavir region on July 14, 1956. From 1975 to 1977, he served in the Soviet Army. He graduated from Stepanakert State University 1993 and Yerevan State University 1998. He was appointed Commander of the Armed Forces’ 83rd Brigade in 1993. He was promoted to the rank of Commander of the Ministry of Defense of the Republic of Armenia’s first corps and received the title of Major General. In 2000 Grigoryan was elected Deputy Defense Minister of Armenia.
Manvel was accused by the Ministry of Foreign Affairs of Azerbaijan of participating in Khojaly Masacre and other war crimes on June 18, 2018.

- He was located at his Vagharshapat home. Illegal possession of ammunition and firearms were the charges against Grigoryan. Nikol Pashinyan, Prime Minister, claimed that he also stole aid meant for frontline soldiers from schoolchildren during the 2016 Nagorno Karabakh clashes. The National Security Service found weapons and ammunition in his home, including RPG-7s. They also discovered a car collection that included ambulance cars and vehicles designated for the army. Investigators also found cans of meat products for military use in a private zoo. Grigoryan is currently being tried at the Yerevan Court of General Jurisdiction for illegal possession and storage of weapon and ammunition, embezzlement of 101.232,917 AMD taxes, misuse of 1.225.003.300 state funds, and organization of misappropriation of 37.101,100 AMD worth of property.
