He graduated from Tec de Monterrey in 1982 with a degree of Industrial and Systems Engineering. He was elected President of Agricola Paralelo 38 in 1990. This company is dedicated to producing peppers. In the same year, he also chaired the Impulsora de Proyectos Inmobiliarios de Culiacan, which promotes real estate projects of Culiacan. He was the director of El Noroeste de Sinaloa between 1995 and 2009. In this newspaper, he holds a 49 percent share. He was elected a Coparmex national councilor in 2008.
Independent candidates for public office were allowed to run under the 2014 political reforms, which are not supported by any political party. Clouthier ran independently for Sinaloa’s fifth District, which includes large parts of Culiacan. He won with 42.4 per cent of the vote, defeating Ricardo Hernandez, PRI candidate.
Clouthier’s relationship to the PAN started to fall apart in 2011. The party turned down Clouthier’s bid to run as a senator in 2012. A few weeks later, the TEPJF directed the PAN to register his candidacy. However, he declined to run due to his problems with the national leadership. Clouthier quit the party on March 8th, just a few weeks after calling it “the new PRI”.

Manuel Jesus Clouthier Carrillo, a Mexican politician, was born 24 August 1961. He was Deputy of the LXI Legislature and LXIII Legislature of Mexico, representing Sinaloa, from 2009 to 2012. After his resignation from PAN, he was an independent for the last four months of his term as a member of the LXI Legislature and the LXIII Legislature. He was the LXIII Legislature’s only independent deputy.
Clouthier was a member of the PAN until 1997. Clouthier was not a formal member of the PAN until 2009. In 2009, the PAN placed Clouthier onto its electoral list, and sent him to the Chamber of Deputies. He was the Secretary of the Oversight Commission of the Superior Auditor of the Federation in his first term. He also served on four commissions: Public Education; Special for Monitoring of Attacks on Journalists and Media and Special on the Familie.
