He spent his childhood years in Jodhpur and Jaipur. He was awarded the National Merit Scholarship in 1967 and was sponsored to Vidya Bhawan Public Schools, Udaipur. He enrolled in Malaviya Regional Engineering College (now Malaviya National Institute of Technology) in 1971 and received a degree as a Mechanical Engineer.
The Right to Information Act was introduced by the Government of India in 2005. Mahendra Gaur was one of the first applicants to seriously pursue information under the Act. The general reluctance of the Government Officers to provide File Noting was widespread. He was a passionate advocate for file noting disclosure. He was among the first to receive file noting from Cabinet Secretariat. He was able to convince the Central Information Commission in June 2006 to give directives to Department of Personnel regarding file noting. Mahendra Gaur was first to obtain file noting from Rajasthan Government Department. Mahendra Gaur was instrumental in implementing the Right to Information Act 2005 in Delhi High Court, Rajasthan High Court, Bar Council of Rajasthan, and the office of the President of India
In 2009, Bar Council of Rajasthan enrolled Mahendra Gaur as Advocate. He combines rare combination of Engineering and Management into Legal Profession. In 2009 when no one after Jaipur Indian Fire was ready to take up cudgels with the Government, he lodged FIR against Indian Oil and the Police Officers responsible for delay in investigating the criminal angle against Jaipur Fire. Mahendra Gaur represented widows of Indian Oil Fire in their quest for just and fair compensation and justice for their slain husbands. He is presently on a mission to introduce judicial reforms in Rajasthan High Court.
In 2012–13, Mahendra Gaur has filed 7 public-interest litigation (PIL, or जनहित याचिका) in Rajasthan High Court concerning (a) Special Bench to hear and fast track cases related to Corruption, (b) Conflict of Interest of Judges posted in the same High Court where they previously practised as Advocates, (c) Filling up vacancies of Medical Teachers in Government Medical Colleges, (d) Against Dual Pricing of Petroleum Products, (e) Implementation of RTI Act, in Rajasthan High Court, (f) Installation of CCTV in Courts, and (g) Strict compliance of Roster Rules and Guidelines.
He forced all Government Departments, including Transport Department, to take action against Petrol Pump Dealers that were issuing fake PUC Certificates. On his complaint, the State Government launched an investigation in 2001 which found that 80,000 fake pollution under control certificates were issued. Indian Oil and 5-dealers were banned from obtaining licences by the transport commissioner. He was fined Rs. The transport commissioner revoked the licences of 5-dealers and Indian Oil, and suspended their license for 15 days.

Mahendra Gaur joined Indian Oil Corporation Limited on February 27, 1977. As a sponsored candidate of Indian Oil, he underwent a year of training in “Utilization of fuels and lubricants in I. C. Engines and Industrial Machinery at Indian Institution of Petroleum Dehradun.” He was a Lubricant Technologist in the Indian Oil offices of Mumbai, Bhopal Rajkot, Rajkot and Ahemdabad. He was sponsored by Indian Oil and Department of Personnel and Training of the Government of India for the National Management Program at Management Development Institute, Gurgaon in 1989. Rajiv Gandhi was the founder of the National Management Program, which was coordinated by P. Chidambaram. The three Indian Institutes of Management in Ahemdabad and Banguluru and Kolkata, as well as XLRI Jamshedpur, supported the National Management Program. Manmohan Singh, the chief guest at the convocation ceremony where he received PGDM after completing NMP successfully.
While working at Indian Oil in Jaipur, he noticed that petrol pump dealers were trying to extort two-wheeler owners by calling them “single oil” or “double oil” when he was there in 1993. Two-wheelers should use 20ml/liter Petrol for 2T Oil. However, petrol station dealers used to charge 30ml for single oil while actually delivering 20ml to vehicle owners. The same was true for “double oil”, where the customer was given 40ml and then charged for 60ml. Mahendra Gaur waged a long battle with Indian Oil and the State Government of Rajasthan to obtain relief for the three-wheeler and two-wheeler customers.
Rajasthan High Court had a poor record of implementing Right to Information Act and using Internet. Through a sustained campaign Mahendra Gaur introduced fundamental changes in the working of Rajasthan High Court. Mahendra Gaur compelled Rajasthan High Court to frame Rules and upload it on Internet. In the matter of 2009 Jaipur fire Mahendra Gaur has been appointed counsel by the Rajasthan State Legal Services Authority to represent the widows of Indian Oil Officers and other victims who lost their husband in the Fire Tragedy.
