Luzolo Bambi Lessa is one of the most popular and richest Politician who was born on January 31, 1958 in Lisala, Democratic Republic of the Congo. Luzolo was born at Lisala on 31 January 1955. His parents came from Bas-Congo Province. His father was a soldier in the Belgian Congo armed forces, which were then part of the Congolese National Army. Luzolo was educated at schools run by the Fathers Saint John the Baptist de la Salle, in Matadi, Kinshasa, and Lisala. After graduating from law school, Luzolo studied political science and received a law degree in 1985 at the University of Kinshasa. Later, he attended the Institute of Criminal Science and Criminology of Aix-en-Provence and University of Law, Economics and Political Science of Aix-Marseille III, where he received a Master’s in Law, Penal and Criminal Sciences and a Doctorate of Law in 1996.

Luzolo was elected Minister of Justice in October 2008. He was charged with combating impunity, particularly the impunity for corruption, sexual violence, and acts against citizens’ freedoms, as well reforming justice. In January 2009, he convened the Supreme Judicial Council for the first time since fifteen years. He announced a program for competitive recruitment of judges. The goal was 250 judges in 2009, 500 in 2010, and 500 in 2011. There would be equal numbers of women and men. Luzolo Bambi published a Handbook of Criminal Procedure in June 2011, which was adapted for the DRC. This Handbook replaced the book by Paul Rubens, which was published 46 years ago. The DRC justice system is based upon the French model. Luzolo, who was appointed Minister of Justice, visited France to receive promises of support in the training of senior judges and prison officers.

Luzolo started his political career as a Research Officer at the Office of the Head. He was later appointed Deputy Commissioner General responsible to the reintegration for people who had been displaced by war. He was made an advisor to the Administrative and Legal College in 2004. He played a crucial role in the cooperation between the DRC and International Criminal Court. This led to the agreement on judicial cooper between the DRC and ICC (6/10/2005) and the Interim Agreement on Privileges and Immunities for the ICC (12/10/2005).

Emmanuel-Janvier Luzolo Bambi Lessa, born 31 January 1958, is a politician from the Democratic Republic of the Congo. In October 2008, he was elected Minister of Justice in Muzito’s cabinet.

Luzolo was a teaching assistant at University of Lubumbashi from 1986 to 1988. In 1988, he moved to University of Kinshasa and was appointed Legal Adviser for the Rector. He was made Professor of Judicial Law at the Faculty of Law of the University of Kinshasa in 2000. He was also the Secretary and Head of Department of private and criminal law. He was appointed Head of the Department of Private Law and the University of Kisangani’s Judiciary Law School. In 2000, he was admitted to the Court of Appeal Kinshasa/Gombe and served as the Chair of the Standing Committee on Congolese Law Reform between 2002-2003.

In August 2010 Luzolo gave his support to “Operation Zero Tolerance”, to bring to justice all wrongdoers whatever their status in the elite. In June 2011 Luszolo announced a program where people could make complaints about miscarriages of justice every Tuesday in the office of Minister of Justice and Human Rights. The program was aimed at eliminating a “two tier” system of justice by giving a vehicle for the poor to speak up. In August 2011 Luzolo presented a bill to parliament for creation of a special tribunal of foreign and Congolese judges to judge war crimes and crimes against humanity committed in the country since 1990.
