Luo is a member the Democratic Progressive Party (DPP) and was Chen Shui- bian’s legislative assistant between 1991 and 1994. Luo was appointed the spokesperson for Taipei’s city government in December 1994, after Chen was elected mayor. In October 1997, he left Taipei City Government. Luo was then the spokesperson for Chen Shuibian’s 2000 presidential campaign, and the same for the Democratic Progressive Party.

Luo was vice-chairman of the Council for Cultural Affairs after Chen became president of the Republic of China. Luo resigned his position in January 2001 to prepare for a bid for legislative election later that year. He was one of five Democratic Progressive Party candidates for a Taipei seat. The party encouraged its supporters to vote based on their identification card numbers during the election. The proposed vote allocation scheme saw Luo split his support from Lan Shih-tsung[zh] and would allow supporters whose ID numbers ended in three to four to cast their votes. Luo was elected to the Legislative Yuan on December 1, 2001. In 2004, he was elected chair of the Council for Hakka Affairs. In March 2005, he resigned to run for the Taipei County magistracy. Chou Hsiwei won the office. Luo decided to abandon his bid for a seat on the party list in favor of a seat in the district during 2008’s legislative election cycle. He lost.
