Luis A. Quintana is one of the most popular and richest Politician who was born on January 29, 1960 in Añasco, Puerto Rico. Luis A. Quintana (born January 29, 1960) is an American politician who served as Councilmember- at-Large of the Municipal Council of Newark, New Jersey, first elected in 1994. From November 2013 to July 2014. He was elected Mayor of Newark.

Although rules allow any Newark resident to be elected interim mayor by the municipal council vote, convention requires that the president take the position. Donald Payne Jr., the council president, resigned in November 2012 in order to be able to serve as a member of Congress. The vacant position was made vacant, and the council now has eight members instead of nine. Payne’s resignation triggered a power struggle to win the vacant seat on the council. Opponents challenged Booker’s appointment, and a final judicial ruling made it ineligible for a special election in November 2013. Quintana, the longest- serving councilman, had allies from both sides of the political divide. This tends to be racial.

After having won the October 16 special election for U.S. Senator to replace the late Frank Lautenberg, Cory Booker resigned as mayor and was sworn in on October 31, 2013, as the junior U.S. Senator from New Jersey.

Municipal elections in Newark are nonpartisan and are held the 2nd Tuesday in May (May 13, 2014). Booker’s election, and eventual departure, as well as shifting demographics, have been instrumental in changing the political climate and political alliances in Newark. The percentage of Latinos in Newark has grown considerably between 1980 and 2010, from 18.6% to 33.8%; that of blacks has slightly decreased from 58.2% to 52.4%. While municipal elections have seen black-Latino coalitions, voting tends to remain racially polarized.

Quintana’s style, especially when it comes to social media use, is thought to be quite different from Booker. Booker was well-known for his connections outside of the established political network. Quintana, however, was expected to fill in at the local level as city hall staff. A memorandum between Newark, the state, and Newark requiring the city to ask for and approve the hiring of city hall staff. This was a requirement after Newark received $32million in emergency state aid in 2011/12. They later denied the request.

Quintana was raised in Anasco, Puerto Rico. He moved with his family to Newark in 1967 at the age 7 and later graduated from Barringer High School. He has a bachelor’s in criminal justice from Seton Hall University.

He is the first Latino mayor of Newark, the total population of which is one- third Latino and 13% Puerto Rican.
