From 1999 to 2018, she was a Liberal Party member in Victoria Legislative Assembly representing Brighton. She previously served as a member for Monash Province on the Victorian Legislative Council between 1992 and 1999. From 2006 to 2014 Asher was the Deputy Leader for the Liberal Party and served as a minister under the Napthine, Baillieu, and Kennett governments.
Asher was elected to the Legislative Assembly in 1999 as the Brighton member. However, the Liberal Party lost unexpectedly the election. Asher won the election to become deputy leader and served as Shadow Treasurer. With the Liberals trailing in 2002 polls, Asher and Dennis Napthine (who was also allied with Jeff Kennett) were replaced by Phil Honeywood and Robert Doyle as leaders and deputy leaders, respectively. Following the devastating defeat of the Liberals in 2002 elections, she continued to serve as Shadow minister for Manufacturing and Exports and then as Shadow Minister and Shadow Minister for Major Projects.
In April 2006 Honeywood announced his retirement from politics and resigned his position as Deputy Leader. In order to restore party unity and stabilise his own leadership, Doyle offered Asher the deputy leadership, which she accepted. However this move was not enough for Doyle to save his own leadership, and the following month he resigned and was replaced by Kennett supporter Ted Baillieu.
Asher was Minister for Tourism and Major Events as well as Minister for Innovation, Services and Small Business since 2 December 2010 in the Baillieu and Napthine Ministries. She resigned as deputy leader following the 2014 state election and was replaced by David Hodgett.

Asher was a member of the Young Liberal Movement from 1976 to 1982 and served as its president. Asher completed a Master of Arts at Monash University and a Bachelor of Education at Melbourne. He was also a secondary teacher in the 1980s, before becoming an advisor for Peter Collins, New South Wales minister.
Asher was elected as the Monash Province member to the Victorian Legislative Council at the 1992 state election. She was also Minister for Small Business after 1996’s election. Asher was an ally to Premier Jeff Kennett and had the opportunity after the retirement Alan Stockdale’s death to transfer into the Legislative Assembly in her district of Brighton.
