Tobacco was elected in a special election on March 27, 2007, to replace Vincent Ignizio. He resigned to become a New York City Councilmember. He was joined by Nicole Malliotakis, a fellow Staten Islander, in New York City’s State Assembly delegation.

Tobacco ran for the first time for political office in 1996 for the North Shore Assembly seat on Staten Island held by Assemblywoman Elizabeth A. Connelly. That year, he was unsuccessful.

Tobacco was born in Staten Island. He attended Public School 35 and St. Joseph Hill Academy Grammar School. Monsignor Farrell High School is where he graduated in 1990. Tobacco was elected president of the student council during his senior year at Farrell. Tobacco was also a Boys State delegate, and is now an Eagle Scout, class 1987.

Tobacco was a Congressional intern at the State University of New York at Albany. He also worked as a summer intern at Molinari during his time as Staten Island Borough President. After graduating from college, Tobacco was appointed as the assistant director of contract oversight by the borough president. He was a close collaborator with Staten Island civic organizations and helped to develop their discretionary funding contracts from both the Department of Youth Services (DJSA) and the Department of Cultural Affairs. Tobacco represented Staten Island in the Borough Hall on the Mayor’s Health and Human Services Planning Council and Community Action Board.

Tobacco served as the Ranking Minority Member of the Social Services Committee. He also served on the Transportation, Governmental Employees, Higher Education, Cities and Aging committees. He was tapped to serve as vice chair of the Assembly Minority Sex Offender Watch Task Force and had been appointed to the MTA Capital Program Review Board. Tobacco was also active in criticizing the rising toll on the Verrazano-Narrows Bridge and cuts to the mass transit budget for services to Staten Island residents. In the winter of 2009, Tobacco made headlines with his “Taxation Without Transportation” campaign, distributing over 3,000 bumper stickers with this message to constituents. He retired from the Assembly in 2012.
