Louis Ng Kok Kwang, simplified Chinese: Huang Guo Guang; traditional Chinese: Huang Guo Guang; pinyin : Huang Guoguang; born 8/12/1978) is a Singaporean politician and founder and president of Animal Concerns Research and Education Society. He is a member of the Singapore-based People’s Action Party, and has been serving as a Member for Parliament (MP), Nee Soon Group Representation Constituency(GRC), since September 2015.

Ng received his early education at St. Gabriel’s Secondary School, and Catholic Junior College. His B.Sc. was completed. He then completed his B.Sc. (Biology), degree at the National University of Singapore in 2002. After graduating from the National University of Singapore, he went to Oxford Brookes University where he earned his M.Sc. He then went on to Oxford Brookes University and obtained his M.Sc. in Primate Conservation.

Ng, who was still a student in 2001, founded Animal Concerns Research and Education Society. This animal protection organization aimed to foster a spirit of volunteering and work with the community on animal protection issues. After graduating from the National University of Singapore, Ng began full-time employment in ACRES. This was after ACRES went from being a volunteer-run organization to one that employed over 20 people and had a budget of over S$1million in 2014.

Ng was a young boy when his love for animals began. He would visit Ang Mo Kio library after school to borrow books about animals. He wanted to become a veterinarian so he became a volunteer with the Society for the Prevention of Cruelty to Animals. After watching television shows about animal protection, he stopped eating turtle soup, shark fin, and stingray at the age of 14. He became a vegetarian in 2000. He is also vegetarian as his British wife Amy Corrigan, and his daughter Ella.

His parents worried about his future when he started ACRES, an animal welfare group. His father couldn’t see a career as an ACRES employee, since he only received a $500 monthly salary. Both were supportive.

On 26 August 2015, the People’s Action Party (PAP) announced that Ng would be part of a five-member PAP team contesting in Nee Soon GRC in the 2015 general election. Ng was elected into Parliament following the 2015 Singapore General Elections, when their five-member PAP team won and clinched 66.83% of the electorate’s valid votes.
