Born January 23, 1964, Lloyd Kenneth Smucker is an American politician currently representing Pennsylvania’s 11th congressional District. From 2017 to 2018, the district was numbered 16th District. It is located in Lancaster and includes large portions of Pennsylvania Dutch Country. From 2009 to 2016, he was a member the Pennsylvania State Senate’s 13th District.

Smucker voted against the bill SB1182 in Pennsylvania’s Senate on September 24, 2014. This bill would have legalized medical cannabis in Pennsylvania. Smucker voted against the Dodd-Frank Wall Street Reform and Consumer Protection Act provisions. He voted for an increase in military spending. He voted for legislation to punish sanctuary towns. Smucker supported legislation to punish sanctuary cities in 2017. He voted for a budget in 2017 that would have cut Medicare by $537billion and allowed seniors to sign up for private plans in opposition to Medicare.

In contrast, the new 11th is significantly more rural and Republican than its predecessor. Had it existed in 2016, Trump would have won it with over 60 percent of the vote, which would have been his fifth-best showing in the state. According to Cohn, the Republican-controlled state legislature had placed the more Democratic areas of Chester and Berks counties into the 16th in order to protect Republican incumbents in neighboring districts. As Cohn put it, the loss of those areas and the addition of part of York County had the effect of making what was already a “naturally Republican” district even more so.

On November 8, 2016, Smucker defeated Christina Hartman with 53 percent of the vote in the race to replace the retiring Joe Pitts in Congress. He was sworn in to represent Pennsylvania’s 16th Congressional District on January 3, 2017.

Smucker served four years as a member on the West Lampeter Township Planning Commission before being elected to two terms as a supervisor for the township. After Gib Armstrong, a 23-year incumbent, decided to retire, Smucker entered a four-way Republican primary in 2008 to succeed him. He received 47% of the vote. He defeated Jose E. Urdaneta (Democratic opponent) by 57%-43% in the general election.
