From 1997 to 2015, she was a member of Labor Party in the Western Australian Legislative Council. Her most prominent role was that of Minister for Education in the debate about outcomes-based education. Later, she served as Minister for Government Enterprises, Multicultural Interests and Citizenship; Youth and Minister Assisting to the Minister for Planning and Infrastructure.
Ravlich was reinstated in the cabinet as a result a cabinet reshuffle led by Premier Alan Carpenter.
She was appointed Minister for Education shortly thereafter. She was responsible for the implementation of controversial outcomes-based education policies. Her portfolio received a lot of media attention before she lost her ministerial position in December 2006. PLATO WA, a community-based lobby organization, celebrated her demotion.

Ravlich was born in Kozica, Croatia, and lived there until she was five years old. In 1963, her family immigrated to Perth, Western Australia. Ravlich was born in Midland and attended Governor Stirling Senior School. Curtin University of Technology was where she continued her tertiary education. She received a BA (SocSc), majoring in economics, and Graduate Diplomas of Education and Education Administration. She was a high school teacher from 1980 to 1980 in Norseman Kambalda, Northam, Northam, and Morawa. She then moved into education management and started her own consulting business. In 1984, she married but their marriage lasted just two years.
Ravlich was the first woman to be elected to the Legislative Council from a country other than Australia in 1996. Her mother was also a Croatian-born woman who was elected to the Legislative Council in 1996. She was a parliamentary secretary from 2001 to 2005 when the Gallop Labor government won. In 2005, she was named Local Government Minister.
