Ljerka Mintas, a Croatian woman, was born 26 January 1952 in Zagreb (now Croatia). She graduated from the University of Zagreb in 1975 with a law degree and started practicing law. She began working as a researcher at the Croatian Academy of Arts and Sciences in 1980 and received a Master of Science degree. She married Zvonimir Hodak in 1981 and they had one child. Mintas-Hodak continued her work as a research assistant and earned her doctorate of Maritime Law from the University of Zagreb in 1989. She was elected vice-president of the Croatian Maritime Law Association in 1991.

Mintas-Hodak was the mother of Ivana, her only child. She was killed in 2008. Mintas-Hodak created the humanitarian Ivana Hodak Foundation in memory of her daughter to offer scholarships for economics and law students. She has also helped African orphans in Burundi and Congo, Kenya, Rwanda, Rwanda, and Uganda.

Mintas-Hodak was a former government employee who published many papers on maritime law before 1996. In 2002, Mintas-Hodak retired after a government reshuffle. In that year, she founded the Zagreb School of Economics and Management. In 2003, she left the government and became a ZSEM lecturer. She also published two textbooks and returned to writing.

Ljerka Mintas Hodak, a Croatian politician/jurist was born 26 January 1952. She served as the first Minister for European Integration and Deputy Prime Minister of Croatia. Mintas-Hodak was the co-founder of the Zagreb School of Economics and Management. After she retired from the government, she became the manager of the Law Department. She is also the manager of the Ivana Hodak Foundation, which was established in memory of her late daughter.

Mintas-Hodak also joined the Croatian Social Liberal Party (Croatian Hrvatska socijalno liberalna stranka). She was then appointed advisor on maritime law for President Franjo Tudman. In just four months, she was named head of the European Community Monitoring Mission of Croatia. She changed parties in 1993 and joined the Croatian Democratic Union (Croatian, Hrvatska demokratska zajednica) and was appointed assistant minister for Maritime Affairs, Transport and Communications. As Deputy Prime Minister for Internal Affairs and Social Affairs, she joined the government led by Zlatko Matesa in 1995. Mintas-Hodak, the first Minister for European Integration, was appointed to the government’s 1998 Ministry for European Integration. Within a year, the ministry had created a plan for facilitating membership in the European Union. Her concerns included human rights violations in Croatia. However, the plan also addressed EU requirements on voting rights, transparency, treatment for refugees and minorities, as well as EU requirements on legal reforms and cooperation with the Hague tribunal for ex-Yugoslavia. Mintas-Hodak edited the final document, Plan of Integration Activities. She was a Member of the Parliament from 2000 to 2003. Mintas-Hodak, a candidate from Milan Bandic’s party list, was elected to the Zagreb City Assembly in 2017.
