Liu was joined by seven other magistrates and mayors of Taiwan who visited Beijing in September 2016. They were Hsu Yan-chang (Magistrate for Miaoli County), Chiu Chu-chun (Magistrate to Hsinchu County), Yeh Huiching (Deputy Mayor, New Taipei City), Chen Chinhu (Deputy Magistratrate of Taitung County), Lin Mingchen (Magistrate at Nantou County), Fu Ku-chi (Magistrate from Hualien County), and Wu Cherng-dean (Deputy of Kinmen County). Their purpose was to restart cross-strait relations following President TsaiIng-wen’s election on May 20, 2016. They reiterated their support for One-China’s policy as per the 1992 consensus. They met with Zhang Zhijun, Taiwan Affairs Office Head, and Yu Zhengsheng, Chairperson of Chinese People’s Political Consultative Conference.

Liu focused his campaign on improving traffic and tourism in Matsu Islands during the 2014 Lienchiang County magistrate elections. After winning Lienchiang Magistrate elections held on 29/11/2014, Liu defeated Yang Sui- sheng (KMT), Liu was elected the Magistrate for Lienchiang County.
Liu spoke at the opening ceremony for the 13th Mawei/Matsu Lantern Festival, held in Fuzhou, Fujian, on February 2, 2015. He said that the festival provided an excellent platform for cross-strait interactions. Liu said that Matsu and Mawei have a similar culture, dialects, and lifestyle. Therefore, cooperation and exchanges need to be strengthened. He also stated that Matsu will soon be able to host more tourists from Mainland China.
On 12 August 2019, Liu, along with Penghu County Magistrate Lai Feng-wei and Kinmen County Magistrate Yang Cheng-wu, visited Beijing and met with Taiwan Affairs Office Director Liu Jieyi requesting Mainland China government to lift up individual travel ban of Mainland Chinese tourists to the three counties due to the constraint cross-strait relations. The mainland government eventually agreed to lift up the ban on 20 September 2019.
