Lin Chia-lung Biography

Lin Chia-lung is one of the most popular and richest Politician who was born on February 13, 1964 in Wanhua District, Taipei, Taiwan. Lin Chialung (Chinese Lin Jia Long; pinyin Lin Jialong; Wade-Giles Lin Chialung; born 13 February 1964, Wanhua in Taipei, Taiwan), is a Taiwanese politician and academic. In November 2014, he was elected Taichung City mayor and took office 25 December 2014. He was a member of the ROC Executive Yuan, under President Chen Shuibian.

After President Chen Shuibian’s 2004 reelection, Lin was named director of the Government Information Office (GIO). This was due to Lin’s performance as a cabinet spokesman. Lin approved a GIO program in January 2005 encouraging donations to support the financial needs of orphans affected by the 2004 Indian Ocean tsunami. The delay in disbursing NT$400,000,000 in donations to various charities was the cause of controversy. This occurred five months later, after Lin had left GIO. GIO denied media reports that Lin had neglected the program during the transition to Pasuya Yao, his successor at GIO. They promised the funds would be disbursed by September 5.

Lin was appointed DPP Secretary-General in January 2006, and Deputy Secretary- General to the President in October 2007.

Lin defeated DPP legislator Tsai Chi-chang in a public opinion poll that served as the party’s primary on 31 December 2013. He was elected as the Mayor of Taichung after winning the Taichung Mayoralty election on 29 November 2014 defeating incumbent Jason Hu of the Kuomintang.

Lin was first appointed to the National Security Council as an advisor in 2000 and then to the post of cabinet spokesperson in 2003. Lin was the representative of the government in a debate against Legislator Kaochin Su- mei. He argued for arms procurements that would be subject to referendum in the next year.

Lin was born in Taipei City. Lin Chia-lung graduated from Taipei Municipal Jianguo High School. He then attended National Taiwan University (NTU) where he earned his BA (1986), and MA (1988), in political science. Lin Chia-lung was a student representative at NTU and participated in the NTU Society for the Study of Mainland China, Tai Da Da Lu Wen Ti Yan Jiu She. He also took part in the campus free speech movement Zi You Zhi Ai (Love of Freedom). Lin was a major player in the campaign for student council chairman direct election. He also drafted the 1984 election plan that students presented to campus administration.

Lin left Taiwan to study at Yale University in the United States on a Fulbright scholarship. He was there from 1991 to 1994. Lin received master’s degrees and a doctorate in philosophy (1992), and political science (1993). Lin graduated in political science in 1998. After graduating from Yale, Lin returned to Taiwan and served as an assistant professor at National Chung Cheng University’s political science department from 1999 to 2004. Lin’s research interests include Taiwan’s democratization and the political and economic development of China’s People’s Republic of China. He has also written numerous books about these subjects.

Lin resigned from his position as GIO director in March 2005 to run as Democratic Progressive Party (DPP) candidate for mayor of Taichung City. In the ensuing elections held in December 2005, Lin lost against incumbent Mayor Jason Hu by 87,075 votes (19.3%). In 2014 Lin ran again against Hu and won by a landslide margin, over 200,000 votes.
