Leonard John Lance (born June 25 1952) is an ex- American politician who was the U.S. Representative for New Jersey’s 7th congressional district from 2009 until the year 2019. He is a part of the Republican Party who previously served in the New Jersey Senate and the New Jersey General Assembly.

He was elected in 1987. had his first was a candidate for the General Assembly. He failed to win the Republican primary, finishing third with 17% of the 23rd District of New Jersey. Lance was elected by his position in the New Jersey General Assembly in February 1991 after Assemblyman William E. Schluter was appointed to the New Jersey Senate upon the ascension of Dick Zimmer from the New Jersey Senate to the United States House of Representatives in January of 1991. Following redistricting in 1991, Lance took on the drawn 23rd District in 1991, and was elected in his race in the Republican primary. At the end of general voting, he came in second , with a percentage of 30% and won an office. The incumbent Republican state Assemblyman Chuck Haytaian ranked first in the district, with 33 percent. As of 1993, Lance got reelected for an additional term by securing 40 percent. He also was awarded the third term of his re-election with 34 percent. The year 1997 was the time he was awarded the fourth term of his re-election with a 30 percent. The year 1999 was the time he was able to win an election to a fifth term with 36 percent.

Lance served in the New Jersey General Assembly for 11 years (1991–2002) and served in the New Jersey Senate for 7 years (2002–2009). In 2002 he was elected to the New Jersey Senate and held the position of Minority Leader from 2004 to 2008.

Lance married his wife, Heidi A. Rohrbach, who is a VP at JPMorgan Chase, in August 1996. They have a son, named Peter Frank. He is a former trustee of the Newark Museum, of Centenary College in Hackettstown and of McCarter Theatre in Princeton.

Leonard Lance served as the law clerk for the Warren County Court in 1977 and 1978. He was the assistant counsel on municipal and county issues in the office of Governor New Jersey Thomas Kean from 1983 until 1990. He was an active member of the New Jersey Council on the Humanities during the Whitman Administration through appointment by the Governor.

The redistricting of Lance’s district made it substantially more Republican than the one it replaced. The 7th district was moved towards the north, and it was able to shed some of the areas that were Democrat-leaning in Middlesex County in exchange for more conservative territories within Morris as well as Warren Counties. The 7th also encompassed the entirety of Hunterdon County. In the Republican primary for the House of Representatives, Lance was challenged for another occasion by David Larsen. Lance beat Larsen 61 39% to 39 percent. After having attended North Hunterdon High School in Annandale, New Jersey, Lance was awarded an B.A. at Lehigh University in 1974, an J.D. in 1974 from Vanderbilt University Law School in 1977, and an M.P.A. in The Woodrow Wilson School of Public and International Affairs at Princeton University in New Jersey in 1982.
