Chou took on Chen Yu-mei during the primary for his party in his second reelection campaign until she resigned in April 11. Chou was later defeated in at the election of 2012 in the 2012 election to Pasuya Yao.

Chou has also been involved in the entertainment business as a musician or film-maker. He was a part of the casting team for Wei Te-sheng’s movie Seediq Bale by working with the Ministry of National Defense to ensure that aboriginal military personnel were able to take time off in order to make appearances on the screen.

Chou was a politician from the beginning as a party spokesperson, for the Kuomintang as a whole , and especially for their Culture and Communications Affairs Committee eventually becoming the position of assistant director for the Committee. Chou later represented Lien Chan, and James Soong, who fielded an alliance ticket during the 2004 presidential election. Chou was elected first into The Legislative Yuan in that year’s legislative elections, despite defeat to the pan-blue coalition’s ticket for president. In his first term as a legislator, Chou supported stringent monitoring of Taiwan’s foreign aid budget to serve as an insurance against checkbook diplomacy. Chou also drew attention to an aging infrastructure and numerous violation under the School Health Act, calling schools which did not have the amount of nutritionists that the law requires. Chou was the source of allegations of fraud of documents against National Taiwan Normal University president Huang Kuan-tsae back in 2005. In 2006 Kuomintang Youth Corps was established. Kuomintang Youth Corps was established. Chou contests the top leadership position, but was defeated by Lin Yi-shih. The following year Chou expressed support in public for Taipei Ma Ying-jeou as the mayor, whom the authorities were investigating for corruption. On August 7, 2007, Ma did not find in any way guilty.

Chou got reelected as a legislator in the year 2008, while being Ma’s campaign manager for the presidential race. In the second year of his term Chou received a high rating from Citizen Congress Watch. The positions he held in the legislative chamber during his tenure included the position of deputy secretary general for the KMT caucus. Chou was also the chairman of his own Foreign and National Defense Committee along with Chang Hsien -Yao. Chou went to Nicuragua in May 2009 with a delegation from the government headed by Ma. Chou was a supporter of Chang in his run to run for the Kaohsiung mayoralty in the 2010. In the following year The murder case of Weng Chi-nan was solved after the suspect was able to seek Chou out and demanded to agree to the terms of surrender.

Chou is married to television presenter Wang Yung-ho. Wang was selected to the National Communications Commission in 2012, but review of her nomination was continually stalled in the legislature.
