Frenk was born in Mexico City, Mexico, on the 20th of December 1953. His parents, a Jew, and his grandfather who was an ethnic Jew who left from Nazi Germany, and later Mexico after the fall of Nazi Germany, were both doctors. He received his medical diploma in 1979 at UNAM. National Autonomous University of Mexico (UNAM) and then went further to earn three more advanced degrees including an MS in Public Health (1981) and an MA in Arts Sociology (1982) and an additional joint Doctor of Philosophy medical organization as well as sociology (1983) from the University of Michigan.

After the election by Vicente Fox in Mexico’s 2000 presidential election, Frenk was appointed minister of health in Mexico in a post that he held until the end of December 2006.

In 2004, Frenk was criticized by tobacco control advocates for cutting an unusual deal with tobacco companies. Philip Morris and British America Tobacco agreed to donate $400 million for health programs in Mexico over 2½ years, but reserved the right to cancel the donation if cigarette taxes were raised

On July 2005, Frenk met the opposition of Interior Secretary Carlos Abascal, a conservative Catholic, because of the decision of the Ministry of Health to distribute the morning-after pill at government health clinics.

Apart from his various executive posts, Frenk has served in many academic roles, including research director in the National Institute of Public Health as well as associate professor in the department of medicine at the National University of Mexico. He also was appointed a national researcher. From 1992 to 1993, he was an adjunct professor in Harvard University’s Harvard Center for Population and Development Studies.

Julio Jose Frenk Mora (born on December 20th 1953) is an Mexican doctor and former director of Health of Mexico. Frenk is currently head of the University of Miami. He is the university’s its first Hispanic and native spanish- speaking president. Frenk was previously the director of faculty as well as T & G Angelopoulos professor of international and public health growth at Harvard School of Public Health between 2009 and 2015, when he was been the school’s first Hispanic or native native speaker dean.

His professional career started in 1984 the year that Frenk took on the role of director in the founding of the Centre of Public Health Research, Ministry of Health of Mexico in Mexico, a position that he held until 1987. After that Frenk continued to serve as director general of the National Institute of Public Health of Mexico between 1987 until 1992. From 1995 until 1998, he was the executive vice-president for the Mexican Health Foundation, a private non- profit organization and director of the Centre for Health and the Economy. He was appointed executive director in 1998. became the as the executive director for evidence and data decision-making at World Health Organization (WHO) which is located in Geneva, Switzerland.

In 2003, while serving as secretary of health of Mexico, Frenk introduced Seguro Popular, a program of comprehensive national health insurance which expanded access to health care for tens of millions of previously uninsured Mexicans. One test of any national healthcare delivery program is its durability after the key architects of the plan are no longer in power; Seguro Popular is still operating in late 2016.
