Russell was born on August 20, 1951, in Adelaide. When she was a child she was diagnosed with polio that caused paralysis to the lower part of her body. In her first year of school, Russell had to have calipers fitted and required crutches to help. Russell graduated from the university with a biology degree. She began work for the Queen Elizabeth Hospital in the biochemistry department for five years, before becoming engaged in sport. After graduation, she was involved with Adelaide Archery Club. Adelaide Archery Club and through which she was introduced to wheelchair sports. She was in 2006 when she worked as a therapist for CRS Australia, an Australian Government rehabilitation agency.

Russell was chosen for the position of Women’s Rep in Weightlifting after a meet in 1984. She was awarded an award of gold during the 1994 FESPIC games held in Beijing at the +82.5 kg competition. The IPC Powerlifting World Championships, she was awarded an award of silver for 1998, in the women’s +82.5 kilogram event. The European Powerlifting Championships, she was awarded a silver medal 1998 in the women’s +82.5 kg event, and an award of gold in 1999 for the women’s +82.5 kg competition. She participated in powerlifting during the 2000 Sydney Games, the first Paralympics that women could take part in the sport after campaigning to include women’s powerlifting at the Paralympics for the last fourteen years. She placed 7th in the female above 82.5 kg powerlifting competition. She was trained for powerlifting with Ray Epstein.

She is engaged with Paralympic player, trainer as well as manager Eric Russell since 1979. They began to meet in 1977 for the first time , when Eric arrived in Adelaide to compete in one of the very inaugural National Basketball Titles. Julie along with Eric were officially introduced in 1978 during their first Regional Games in Broken Hill.

Julie Elizabeth Russell (nee Mitchell) (born 20 August 1951) is an Australian Paralympic athlete, powerlifter and wheelchair basketball player.

Russell was awarded four gold medals, as well as a bronze and a silver in archery and athletics in the 1979 Stoke Mandeville Paraplegic World Games the first time she competed in an international event. In the 1988 Arnhem games, she took home silver in the event for women’s pentathlon. At the 1984 New York /Stoke-Mandeville Games, she won a silver medal in the Women’s Marathon 3 event and a bronze medal in the Women’s Pentathlon 3 event. She was awarded three medals of silver at 1988’s Seoul Games, in the Women’s 4x400m Relay 2-6 and the Women’s Pentathlon 3 as well as women’s shot Put 3 events. She also took home two bronze medals for the women’s Discus 3.0 and women’s Javelin three events. She was part of the Australia women’s wheelchair basketball national team during 1992’s Barcelona Games. The team was selected in basketball in the 1992 Games not purely for her basketball skills, but also for her experience as an athlete who could be an example and positive influence on the young players of the team.

She received an Australian Sports Medal in 2000 for “outstanding contribution to Paralympic Powerlifting”. She has refereed powerlifting events at the Paralympics and Commonwealth Games since the 2004 Athens Paralympics.
