Carnes was appointed to her Judicial Commission on July 31st of 2014. She became senior on June 18, 2018.
On August 1st 1991 Carnes had been nominated by president George H. W. Bush to fill a seat in the United States District Court for the Northern District of Georgia vacant by Robert H. Hall. Carnes was confirmed by the United States Senate on February 6, 1992, and was awarded her appointment on February 10 in 1992. From 2009 until 2014 she was the chief judge.
