Archbishop Leow was born on the 3rd of January 1964 in Seremban Negeri Sembilan, to the family of an ethnic Malaysian Chinese family of Cantonese origin. He earned the degree of Bachelor of Building at the University of New South Wales in Sydney, Australia in the year 1989. He continued his studies in College General, Penang from 1994 until 2001. He was ordained a priest for Kuala Lumpur’s Archdiocese of Kuala Lumpur on 20 April 2002, by Most Rev. Anthony Soter Fernandez (now Cardinal).
On the 3rd of July, 2014 Pope Francis appointed Leow as the 4th Archbishop of Kuala Lumpur. Leow succeeded Cardinal Emeritus Archbishop Murphy Pakiam, whose resignation was accepted by the Pope on the 13th December 2013, upon reaching the age of 75 in accordance with Canon Law. Canon Law.
Leow was ordained and made archbishop on the 6th of October, 2014 with the assistance of the ApostolicNuncio of Malaysia archbishop Joseph Marino at the Church of the Holy Family in Kajang, Selangor. Around 12,000 people came from all over the world to attend the ceremony of consecration. The main consecrator was Archbishop of Kuching The the Most Rev. Dato John Ha Tiong Hock. Co-consecrators included the Archbishop Emeritus Murphy Pakiam and Archbishop Emeritus Anthony Soter Fernandez.
