Gibbons was born in the small rural Tennessee city of Pulaski. Gibbons obtained the bachelor of Arts degree from Vanderbilt University in 1972 and she earned a Juris Doctor from the University of Virginia School of Law in 1975. After graduating, she was employed as a law clerk for Sixth Circuit Judge William Ernest Miller. She practiced in private from 1976 until 1979 before joining the Governor’s staff as legal advisor in 1979. She left the Governor’s office in 1981. quit the Governor’s office and became a state judge within Tennessee.
Gibbons was appointed in the name of President Ronald Reagan on April 12 1983, for an appointment in the United States District Court for the Western District of Tennessee which was vacated by judge Harry W. Wellford. The Senate confirmed her nomination by United States Senate in June of 1983 and received her commission on June 7 in 1983. She was chief judge from 1994 until 2000. Her term was ended in August of 2002 because she was elevated in the Sixth Circuit. The year 2003 was the first time she outlined her views regarding women’s representation in the judiciary during an University of Virginia School of Law occasion.
Her husband, Bill Gibbons, is the former District Attorney General of Shelby County, Tennessee, the county that contains Memphis. Bill Gibbons was a 2010 Republican gubernatorial candidate for the state of Tennessee.
