Julia Scher was born in Hollywood 1954, as her mother was a travelling salesman and department store employee . She she grew up living in Van Nuys, San Fernando Valley. In 1975, she graduated with an B.A. in Painting/Sculpture/Graphic Arts from U.C.L.A., and a 1984 M.F.A. of Studio Arts, from the University of Minnesota. Her dissertation in Studio Arts was American Landscape. Her first video art work focused on women in security is Safe & Secure in Minnesota in 1987. The studio she worked in was within Venice Beach Scher’s work was inspired through “light and space” artists like Larry Bell and Chris Burden, Robert Graham, Lynda Benglis, and Robert Graham. She worked various side-jobs to earn money and then started her own business known as “Safe and Secure Productions” that installed the security equipment and monitoring. In the meantime, Scher began making use of security cameras in her art. In the 90s, she lived and worked within New York and Boston.

She has also taught at several institutions, including The Cooper Union for Art and Science, Hartford University Art School, U.C.L.A., U.S.C, Harvard University, Columbia University, The Institute for Advanced Study at Princeton and Rutgers University. Since 2006, Julia Scher holds the professorship for Multimedia and Performance/Surveillant Architectures within the Academy of Media Arts Cologne (Kunsthochschule for Medien Koeln).
