He is also a professor at the University of Buenos Aires and the former governor in Salta Province. A former senior figure in the dominant Front for Victory faction of the Justicialist Party (PJ) in the Argentine Chamber of Deputies and chairman of both the Constitutional Affairs Committee and the Peronist Caucus, Urtubey became governor during the elections of 2007 even though he was only 38 years older. Urtubey was elected again in 2011 with a majority of the votes, and in 2015, he received just 51% votes.

Since 1998 he has been dean of the Public Administration School, under the Government of the Salta province which intends to educate and permanently train public employees.
