On the 28th of October 2009 Siegel became the Auxiliary Bishop for Joliet in addition to Titular bishop of Pupiana by Pope Benedict XVI. The consecration ceremony for him took place the 19th of January, 2010,, by the Bishop J. Peter Sartain, with bishops Joseph L. Imesch and Frank J. Dewane as co-consecrators. The ceremony took place on the Cathedral of St. Raymond Nonnatus. He chose for his motto for his episcopal ministry: Te Domine Speravi.

He completed his seminary education through the Pontifical North American College in Rome between 1984 until 1988. He graduated with the bachelor of Sacred Theology degree cum laude from the Pontifical Gregorian University in 1987 and then continued his studies in theology through the Pontifical University of St. Thomas Aquinas. He was inducted into the diaconate through the Cardinal William W. Baum on April 14, 1988 in St. Peter’s Basilica.

The eldest out of nine kids, Joseph Siegel was born in Joliet, Illinois, to Francis and Marie Siegel. He grew up on an agricultural property in Lockport Township. He was baptized in the Cathedral of St. Raymond Nonnatus and was a student at the grammar school of the parish. He was a student at St. Charles Borromeo High school in Romeoville between 1977 and 1980. He then completed his study in St. Meinrad Seminary College in Indiana in which he earned his magna cum laude , his degree in historical studies in 1984.

After the return of Illinois, Siegel was ordained to the priesthood by Bishop Joseph L. Imesch on June 4 1988. Following the ceremony, he completed study in theology of systematics at the University of St. Mary of the Lake in Mundelein and was awarded the Licentiate of Sacred Theology during the year 1990. His first post was an ordained parochial vicar at St. Isidore Church in Bloomingdale which he served until 1994. He was then employed as a pastor at St. Mary Immaculate Church in Plainfield (1994-1998); St. Mary Nativity Church in Joliet (1998-2000) as well as The Cathedral of St. Raymond Nonnatus in Joliet, where was also the diocesan ceremony master. He was appointed the pastor of the Visitation Church in Elmhurst in 2004.

On October 18, 2017, Pope Francis appointed Siegel the sixth bishop of the Diocese of Evansville, Indiana.
