Joseph Emilio “Jun” Aguinaldo Abaya (born May 28th in 1965) was a Filipino politician attorney, politician, also a soldier. He was Director of the Department of Transportation and Communications (DOTC) of the Philippines under the presidency of the President Benigno Aquino III. An active Member of the Liberal Party, he has been elected for three terms as an elected Member of the Philippine House of Representatives, with Cavite’s 1st District in Cavite. He first gained election into the House in 2004 and was elected again in 2007. He as well as others Aquino Administration officials were indicted over the allegations of irregular contract for Metro Rail Transit Line 3 (MRT3) during their tenure.

Before being elected to represent the 1st district Cavite in the House of Representatives in 2004 In the beginning, he was a member of the Armed Forces of the Philippines as an enlisted Cadet (1984-1988) and also as an officer in the naval branch in the Philippine Navy (1988-2004).

In 2009, he among with fellow representatives of Cavite — Elpidio Barzaga, Jr. and Jesus Crispin Remulla—authored the biggest congressional reapportionment in the history of the Philippines by passing Republic Act No. 9727, unofficially titled The Cavite Congressional Reapportionment Act of 2009, bringing the representatives of Cavite from three to seven.

During the 15th Congress (2010) and on his last term, he serves as the chairman of House Committee on Appropriations.

He ran for Congressman in 2004 and was elected against Jeffrey Sesconuy. He also represented in the 1st District in Cavite until the 13th Congress of the Philippines. He was elected again in the elections of 2007. In the 14th Congress the chairmanship was held by him of the House Committee on Science and Technology. He was also co-chairman for the Joint Congressional Committee on Science and Technology and Engineering together with Senator. Edgardo Angara.

Jun completed his primary education in The Basic Education Unit of the De La Salle University in 1979. Through his secondary schooling He was a regular top pupil in the Philippine Science High School Main Campus. He was also a college and university scholar at the University of the Philippines where studied engineering. After a time of study in UP, Jun took and passed the entrance exam to the Philippine Military Academy that he was taken through the US government. US Naval Academy (USNA) located in Annapolis, Maryland where he received the Bachelor of Science degree in mathematics (1988) with the distinction of being a regular Dean’s Lister throughout the years he was at the academy. Jun was then sent into Cornell University in Ithaca, New York, and completed an advanced diploma in electrical engineering (1989 and was an awardee of a fellowship).

He was vice president of the PMA Maringal Class of 1988 and is an active part of the Phi Kappa Phi honor society and the Friends of Aguinaldo Shrine.

He thought it fit to prepare himself further as a lawmaker that he studied law. He received his Juris Doctor degree from the law school of Ateneo de Manila University in April 2005. He was admitted to the Philippine Bar in 2007.
