Stephens was struggling during the 2003 spring training and was eventually returned to Rochester following his inability to be included on the Orioles team’s 25-man roster. He enrolled in camp with Baltimore again the following year, but on the 8th April, the Boston Red Sox claimed him on waivers and then optioned Stephens to Pawtucket. In 2004, he played for Pawtucket in 2004 but was removed to the Red Sox during spring training in 2005, and then was shifted among three AAA teams throughout the season of 2005. He was recalled with Orioles Orioles system as minor league free agents in the year 2006, but was let go at midseason, prior to making the move to the Phillies.
Stephens began the year 2002 with Class AAA Rochester Red Wings. His continued success earned him an appearance on the World roster for the All-Star Futures Game, and on July 30, 2002 Stephens made his debut in the major leagues with the Orioles and started an opponent game against Tampa Bay Devil Rays. Stephens continued to pitch for the rest year in the Orioles rotation, and finished the year with two victories with five losses and an 6.09 ERA in 65 innings pitched. Stephens had a solid strikeout rate following his promotion to the majors, however his performance was affected due to the 13 home runs the Orioles allowed. The performance of his team may be affected by issues caused by a fractured foot, but it wasn’t correctly diagnosed until the month of August. In the final month of the year the Orioles presented him with the Palmer Prize for the third consecutive time in four years.

Stephens was signed by his team the Baltimore Orioles as an amateur free agent on July 3rd, 1996. Stephens was widely regarded as a top international prospect however, when he attempted to field the ball during the 1998 game Stephens suffered neck injuries that caused injury to the shoulder nerve. The injury sucked the majority of the speed from his fastball, resulting in an average speed of between 85 and 86 miles an hour. Through relying more on his curveball and focusing more on striking strikes Stephens could overcome the issue and re-establish his status as a player. The 217 strikeouts he recorded with the Delmarva Shorebirds in 1999 were the most total number for the entire minor leagues. He also broke the Delmarva record when he struck out 17 batters in a five July game with Charleston and, at the end of the season the Orioles presented him with their Jim Palmer Prize, an award that is given each year to the best pitchers within Baltimore’s farm program.
Stephens was more impressive in 2001. While playing in his team, the Bowie Baysox, he was named the Eastern League Pitcher of the Year as well as the Eastern League Player of the Month for June. He was also named to the Eastern League’s All-Star team and pitched an inning of scoreless relief in the game. The 1.84 ERA led the league and he had an unbroken streak of 33 scores-free innings. On 31 July , he pitched seven-inning no-hitter in a game against the Harrisburg Senators. In the final game of the season and the season’s end, the Orioles presented him with the Palmer Prize for the second time.
As an Australian, Stephens has been called upon to represent his nation in several international competitions. He pitched for Australia during the 2004 Summer Olympics, in which Australia won a silver medal, its first for baseball in Olympic history. He was also a member of the Australian team in the 2006 World Baseball Classic.
