Donohue is born the 30th of January 1953. He earned his Bachelor of Arts at Hamilton College in 1974, his JD from Harvard in 1977, and a Ph.D. on economics at Yale in the year 1986. In 1982, in his first year of the graduate program at Yale, Donohue unsuccessfully sought the Democratic nomination for the Connecticut State Senate in the 14th District (Milford, Orange, West Haven), in an election in which his priorities included more education funding as well as the abolishment of the death penalty, and a support for the control of guns.

Donohue also wrote a huge analysis of the workings in the Connecticut death penalty system . The study was extensively referenced in the debate on Connecticut’s legislative reform which led to the abolishment of death penalties within Connecticut in April 2012.

He taught law in Stanford University from 1995 to 2004, and was then an Associate Faculty member of Law at Yale Law School from 2004 until 2010. Donohue returned to as a member of the Stanford Law School faculty in 2010.

Donohue collaborated with Nobel Prize Winning Economist James Heckman to create a landmark study that analyzes the impact to federal discrimination policies in improving the economic standing of blacks during the 1960s.

He as well as University of Chicago economist Steven Levitt produced a series of papers that explored what extent legalization of abortion in 1970s — which substantially decreased the number of unplanned births–led to a decrease in crime rates in the 1990s. In the words of Foote & Goetz (2008) their 2001 study, they made significant errors in the way they evaluated their results, and, once the errors were fixed, there was no connection between crime and abortion. Donohue & Levitt responded to the criticism of Foote &Goetz within the exact issue of Quarterly Journal of Economics in the issue it was published. They said, “Correcting our mistake does not alter the sign or statistical significance of our estimates, although it does reduce their magnitude.” They also offered further evidence to support an adverse effect the legalization of abortion had on criminality. This research was made famous through the book Freakonomics.

Donohue was president of the American Law and Economics Association for 2012 and was co-editor of the American Law and Economics Review from May 2006 through August 2012.
