John Emerson Binkley was born on February 4, 1953, in Fairbanks, Alaska, the youngest of three sons, and the third from four siblings who were born to Mary (nee Hall) and Charles Madison Binkley, Jr. also named Jim Binkley. He graduated from Lathrop High School, Binkley was a student at Western Michigan University before returning to Bethel, Alaska to start the business of river freight. When he was in 1982, Binkley became a member of Bethel City Council. Bethel City Council, where the council was in place over four terms. The company was sold and, in the year 1991 the position was promoted to the Chief Executive Officer and Chairman for Riverboat Discovery, a successful tour operator. In 1993, he also was the President for El Dorado Gold Mine. El Dorado Gold Mine, an attraction for tourists.

The year 2005 was the time that Binkley earned an associate’s degree in powerplant and airframe maintenance technologies from University of Alaska Fairbanks

As of 2005, Binkley quit both executive positions to make preparations for his run for governor. He finished 2nd in Republican primary, receiving 30 percent of the vote just behind Sarah Palin.
