Bourgon served as the President of the Canadian Centre for Management Development from 1999 until 2003. This led to the formation in 2003 of the Canada School of Public Service which Bourgon was appointed President Emeritus. She served as the Ambassador of the OECD until 2007. Then she was named a distinguished fellow of The Centre for International Governance Innovation (CIGI) as well as a visiting Professor at the University of Waterloo where she is conducting research on a variety of projects that promote good governance as well as the field that is public administration. She is currently advising different countries on reforms in public service, particularly France, UK, Ireland, Brazil etc.

In 1994 She was named Clerk of Privy Council and Secretary to the Canadian Cabinet making her one of the very first women to be able to perform these duties in Canada. So far, women have not held the same post (Secretary General to the Cabinet) in none of the other G-7 nations. In this capacity, she facilitated one of the more radical reforms to the public sector in Canada in the 1940s and early 1950s. She was responsible for reducing the public sector by 47,000 posts and also introduced measures to improve the capacity for policy making and the revival of the Public Service (La Releve).
