Her birthplace was Jo Ann Hermann in Bethesda, Maryland. She was the daughter of Albert “A.B.” Hermann who was a member of his Boston Braves baseball team from 1923 to 1925 and served as the an executive director for the Republican National Committee. Hermann graduated from Ohio Wesleyan University.

After the death of Bill, Jo Ann married Ron Gladney in 2000. Through this marriage, she got two stepdaughters as well as an additional stepson.

On July 12, 2007, Emerson was one of only four Republicans in the U.S. House of Representatives who voted to withdraw U.S. troops from Iraq by April 2008.

On September 15, 2009, Emerson was one of seven House Republicans to vote in favor of the Democrats’ proposed resolution to condemn U.S. Representative Joe Wilson (R-South Carolina) for shouting “You lie!” in the middle of President Barack Obama’s joint address to the U.S. Congress on health care reform.

After her husband Bill died in the year 1996, Jo Ann announced she would be running for his vacant seat. But, Missouri laws prohibited Jo Ann Emerson from participating to run in this Republican primaries for general elections. The month of November was when Jo Ann Emerson competed in two different elections in one day. She was an independent Republican in the special election against Democrat Emily Firebaugh in the special election that was held to conclude the remaining 2 months in her husband’s eighth term. She also ran as an independent candidate against Democrat Firebaugh as well as Republican Richard Kline in the general election to complete a two-year term. She easily won both elections and was reelected seven times without problems. She was only the second Republican women elected to Congress. U.S. Congress from Missouri. She was a member for the final couple of months in her husband’s presidency as an independent Republican and then as an independent, caucusing with Republicans before becoming officially a Republican and again at the start in the first Congress that was inaugurated in. She was the very first woman elected by an independent to the Federal office in Missouri in 122 years . She is the first and to date, the only woman elected to be a member of Congress as an independent or third-party member.

Jo Ann Emerson (born September 16th 1950) is an American politician who served as an elected U.S. Representative for Missouri’s 8th district in the congressional district from 1996 until 2013. The district is comprised of Southeast as well as South Central Missouri and includes the Bootheel and the Lead Belt and the Ozarks. Emerson is a part of the Republican Party. On the 22nd of January 2013, Emerson removed herself from her position within Congress to become Chief Executive Officer and President for the National Rural Electric Cooperative Association. She was CEO until August of 2015.

Hermann was married to the the future U.S. Representative Bill Emerson who was the future U.S. Representative Bill Emerson, a Republican born in Cape Girardeau, on June 22nd 1975. Their daughters were two. Jo Ann also has five stepdaughters as well as one stepson. Bill has been elected to his seat in U.S. Congress in 1980 from Missouri’s 10th Congressional District and after redistricting, was elected again by the voters of 1982’s 8th District. He passed away from cancer June 22nd, 1996, just just a few months prior to the expiration of his eighth term. It is the Bill Emerson Memorial Bridge, that connects Missouri and Illinois over the Mississippi River, was dedicated in his memory to honor his efforts to get federal funds to build it.

On May 24, 2005, Emerson was one of 50 Republicans to vote in favor of overturning President George W. Bush’s ban on federal funding for embryonic stem cell research. She cast her “yea” vote the day after her mother-in-law died from Alzheimer’s Disease, one of the illnesses for which scientists believe they can create better treatments from stem cell research.
