Jihad Azour Biography

Jihad Azour is one of the most popular and richest Politician who was born on May 4, 1966 in Byblos, Mount Lebanon Governorate, Lebanon. Jihad Azour (Arabic: jhd “zwr” ), (born 4 May 1966) is a Lebanese politician and economist. serving as the country’s minister of finance during Fouad Saniora’s administration between 2005 and 2008.

Prior to his appointment as minister of Finance, Azour was an active participant in La Fassad, the Lebanese chapter of Transparency International, from 2003. Azour was also the first part of the Lebanon chapter of the Young Arab Leaders. Jihad Azour is married to Rola Rizk and has two sons: Jad and Karim Azour.

Jihad Azour was the Minister of Finance of Lebanon for three years (2005 – 2008). He spearheaded the economic and financial program of the Lebanese Government, and coordinated the implementation of the various policies and reform initiatives. He led the preparation and the implementation of the Paris III International Conference for Lebanon, gathered more than 45 countries and IFIs, and raised USD 7.6 billion of support. Jihad Azour also conducted a comprehensive modernization and reform agenda in the Ministry of Finance. The reform program was granted in 2007 the prestigious “United Nations Public Service Award”.

In 2007, the ministry of finance was awarded the prestigious United Nations Public Service Award for the category “Improving the Delivery of Services.” Azour’s work as Finance Minister, and in his former role as advisor, had worked on the reforms in building a modern tax administration and in what is considered a successful VAT introduction which led to the award.

Azour’s involvement in the government started in 1999, as the project director for the United Nations Development Programme (UNDP) Project at the Ministry of Finance and also as a senior consultant to Minister of Finance along with Georges Corm (until October 2000) and Fuad Siniora (October 2000 to October 2004,). In this role, Azour directed and managed every reform project in the different divisions that comprise the Ministry of Finance covering income tax modernization as well as accounting and budget reform and treasury management reform debt management reform, as well as the automatization of the registration and cadastre management. Also, at this time when it was that the Value Added Tax was introduced.

Azour earned his PhD (with distinction) on International Finance from the Institut d’Etudes Politiques de Paris (IEP) in France in the year 1996. As he was completing his PhD in the field, he was a post doctoral fellow in Harvard’s Department of Economics researching the integration of emerging economies within the world economy. Azour has also earned a post-graduate qualification from the Department of International Economic and Finance (with honors), and a Master’s in Applied Economics from Dauphine University, Paris, France. The thesis he wrote was named the best students’ research by INSEE (the French National Institute for Statistics and Economic Studies).

During the period from July 2005 till July 2008, Jihad Azour served as Lebanon’s minister of finance. When he was in office, he focused on formulating, implementing and monitoring an economic and social reform program that was presented by the government at the International Conference for Support to Lebanon-Paris III, which resulted in support from the international community worth USD 7.6 billion in pledges. He also focused on maintaining financial stability given the trying political, security and economic challenges in Lebanon which have characterized his term in office.
