Balkenende IV was dissolved and Bussemaker as well as the remaining Labour Party cabinet members resigned on February 23, 2007.

In the elections of 1998, Bussemaker was elected to the House of Representatives. She was a specialist in the areas of employment policy taxation, health care, and employment. In 2000, she was the co-initiator of a proposal that would allow conscientious objectors to work on Sundays. The law was passed in 2002. She was an assistant professor throughout her term in the House of Representatives, now at the Vrije Universiteit Amsterdam.
