She was the longest-serving Hispanic representative in the House from Harris County, Texas. She was the representative for House District 148. She has resigned her House seat on September 30th in 2019.

in May of 2003 Farrar assisted in the formation of the group comprised of House Democrats leaving Texas to Ardmore, Oklahoma. The absence of 52 House Democrats hindered Republicans from getting a quorum, and thus prevented the adoption of the redistricting program during the regular session of 2003. They were later followed by a group of 11 state senators, known as”the Texas Eleven, who fled the state in the month of August in the same manner.

In 2009, she proposed a bill that would recognize postpartum psychosis as a defense for mothers who kill their infants. Under the terms of the proposed legislation, if jurors concluded that a mother’s “judgment was impaired as a result of the effects of giving birth or the effects of lactation following the birth,” they would be allowed to convict her of the crime of infanticide, rather than murder. The maximum penalty for infanticide would be two years in prison. Farrar’s introduction of this bill prompted liberal bioethics scholar Jacob M. Appel to call her “the bravest politician in America.”

In 2011, Farrar introduced legislation that would prohibit peace officers from inquiring as to the immigration or nationality status of a witness or victim in a criminal investigation.

Farrar created a non-profit mentorship and education programme that is geared towards Latina college students, dubbed Latinas in the Rise in 1998, and is a member of the board of directors. in 2001, the senator co-authored legislation to establish the Greater Northside Management District, an organization that is dedicated to improving the development of the economy and the quality of living to commercial property owner as well as to create opportunities for development in the Farrar district. She is also the co-founder of the Texas Women’s Health Foundation in 2007, which is a non-partisan, non-profit that aims to depoliticize the health of women and serves as an ex-officio participant on the board.
