Adkins was a sponsor of HB 1411 in 2016, which increased state regulation of abortion and related services. It was passed by a majority of Republican state legislatures and signed into law on March 25, 2016 by Governor Rick Scott. Planned Parenthood filed a lawsuit against the State of Florida in the US District Court for the Northern District of Florida on June 2, 2016. They claimed that the law was invalid.

Adkins was moved to the 11th District in 2012 after the reconfiguration of districts. This district contained her home in Nassau County and she gave up its reach into Florida Panhandle for a large portion of Duval County that stretches south to Jacksonville Beach. Cord Byrd was her opponent in the Republican primary. Adkins criticised her opponent for being “a personal injury attorney who sues small business owners” and she disagreed with him about state funding for St. Johns River Ferry. Adkins supported this. Former Governor Jeb Bush endorsed her, praising her for being a “state representative who has made improving education for Florida students a priority.” Adkins won with 65% of votes, but it was not a close contest. She faced Dave Smith, a Democratic nominee, and a write in candidate in the general election. Due to Smith’s strong partisan leaning, Adkins won 72% of the vote and won her re- election bid.

Adkins was born in Jacksonville and graduated from Trinity Christian Academy as valedictorian. After graduating from Trinity Christian Academy, Adkins attended Florida State College at Jacksonville where she earned an associate degree. In 1985, she also received an associate degree. In 1990, she transferred to the University of North Florida. She received a bachelor’s degree in computer information science and a master’s degree in business administration in 1990. Adkins worked as an information technology specialist at Information Systems of Florida before becoming a partner. In 1998, Adkins was elected to the Nassau County School Board. She served until her election for the legislature in 2008.

Adkins was elected to replace Aaron Bean, the incumbent State Representative. The district included Baker County and Nassau County and Union County. It also included parts of Clay County and Bradford County. With 59% of the vote, she won the Republican primary easily against Bobby Hart and was unopposed at the general election. Adkins was also re-elected in 2010 without any opposition.
