Jane Ellen (Janie) Ibur, was born in St. Louis, Missouri on October 21, 1950 to Leslie L. Ibur (and Betty Harris Ibur). She was the second child of six and the first daughter. She graduated from high school in 1968. In 1972, she went to Webster College in Webster Groves. There, she received a Bachelor of Arts in English and a lifetime teaching certificate for secondary English. Ibur taught middle school students for two years. She then decided to stop her teaching career and become the primary caregiver for Mary R. Woodard (a woman who was in the Ibur family for 40 years). Ibur’s poem, Both Wings Flappin’ Still Not Flyin’, chronicles her 33-year relationship with Woodard.
Ibur currently runs Poets and Writers Ink, a program for young writers in middle and high schools. Ibur has been teaching this program for more than 20 years to young writers, many of whom will go on college and major in creative writing. She continues her work with veterans and prisoners, and has been running a private writing workshop for adults over the past 20 years.
Jane Ellen Ibur (born 1950) is an American poet and arts educator living in St. Louis, Missouri, United States. She has been chosen to serve as the Poet Laureate for the City of St. Louis from April 1, 2019, until March 31, 2021. She runs the program Poets and Writers Ink for young writers in middle and high school in the St. Louis area. She has twice been recognized by the Missouri Scholars Academy and has received many awards as an author and educator.

The Missouri Scholars Academy has twice recognized Ibur. The Missouri Scholars Academy awarded Ibur a World of Difference Award by the Anti-Defamation League, a St. Louis Visionary Award for Outstanding Art Educator; the Warrior Poet Award of Word in Motion; an Author Recognition Award of the Missouri Center for the Book; a Loretto Award for humanitarian service and social justice from Webster University. Numerous awards have been given to her poetry, which has appeared in literary journals since 1972.
Ibur was the co-host and anchor of Literature for the Halibut for 19 years. This literary radio program on St. Louis community radio was a literary radio program. She is also the founder and educator of the innovative Community Arts Training Institute (CAT) at the Regional Arts Commission of St. Louis. She has trained more than 300 artists and community activists through the CAT Institute since 1997. The Institute aims to create arts programs that promote social change in communities with low resources, such as neighborhoods, social service agencies and development initiatives. The CAT Institute, a national model, has been recognized by the National Endowment for the Arts and The Kresge Foundation as well as the Nathan Cummings Foundation.
