Jane Ellen Norton, born Jane Ellen Bergman on October 12, 1954, was the 46th Lieutenant Governor for Colorado. She was unsuccessfully running for the Republican nomination in order to challenge the U.S. In 2010, Senator Michael Bennet was defeated. She was defeated by Ken Buck, the Tea Party favorite and Weld County District Attorney. On February 1, 2007, Norton was elected the first executive director of the Denver Police Foundation. This foundation was created to improve public safety in Denver. Norton sued the state of Colorado in 2013, alleging that tax payer money was being used for abortions. In January 2018, the Colorado Supreme Court ruled in Norton’s favor.
Persons Living with HIV Action Network of Colorado awarded her the Legislator of Year award in October 2003 for her leadership on legislative issues affecting people living with HIV/AIDS. Colorado State University also selected Norton to be a Monfort professor in residence. She was awarded the Regis University’s David M. Clarke S.J. in 1999. She was awarded the Innovative Leadership Award by Regis University and the Colorado State University College of Applied Human Sciences Honor Alumna Award in 2001. Norton was awarded the US Public Health Service Assistant Secretary’s Award for Outstanding Achievement in Increasing Childhood Immunization Rates. She was also awarded the Outstanding Service to Seniors Award by the US Administration on Aging.
Norton was sworn in as Colorado’s 46th Lieutenant Governor on January 13, 2003, and served in that position throughout Governor Owens’ second term, until 2007. She was the third woman and first Republican woman to serve as Lieutenant Governor of Colorado. She served as chair of the Colorado Commission of Indian Affairs; liaison for the Owens Administration on health insurance reform; oversaw the state’s volunteerism, mentoring, and adoption initiatives; and served as Colorado’s delegate to the Aerospace States Association.
In October, 2006, she was invited to speak at the White House Conference on School Safety, where she shared lessons learned from the Columbine High School massacre, citing the importance of interoperable communications, emergency planning, inter-agency training, community participation, and moral literacy.
Before she was elected as Colorado’s Lieutenant Governor by Governor Bill Owens in 1999, Norton was named Executive Director of Colorado Department of Public Health and Environment. She served that role from 1999 to 2002. She was responsible for programmatic and regulatory responsibilities, including bioterrorism preparedness, disease prevention and epidemiology, health facilities, family and community health services, emergency medical services and air and water quality protection. The Office of Suicide Prevention was also established by her, with a focus on teen suicide prevention.

Norton is the daughter Elinor Pitman Bergman (a former Grand Junction teacher who was also a Pueblo native) and Walter F. “Bus”, a Denver native and former Mesa State College coach. After graduating in 1976 from Colorado State University with a Bachelor’s of Science in Health Sciences, Norton was born and raised in Grand Junction. She began teaching middle school in Fort Lupton in her second year. Regis University in Denver also awarded her a Master of Science degree in Management.
Norton was a regional director for the US Department of Health and Human Services under the George H. W. Bush and Ronald Reagan administrations before joining the Owens Administration. She also served as the Colorado House of Representatives’ representative, filling in for the unfinished term that ran from January 1987 to mid-1986.
In November, 2003, Norton launched and chaired the Lieutenant Governor’s Committee to Promote Adoption. She was the honorary chair of the Colorado March of Dimes Prematurity Campaign, Western Region chair for the National Lieutenant Governors Association, served on the Board of Directors of the American Council of Young Political Leaders, and was a member of the Women’s Forum of Colorado.
