James To is one of the most popular and richest Politician who was born on March 11, 1963 in Hong Kong. To was born in Hong Kong on 23 June 1963. To was raised at Wah Yan College in Kowloon and the Church of Christ in China Kei Wa Primary school before he attended the University of Hong Kong, where he received a law degree, the LL.B. He graduated from the University of Hong Kong in 1985 and 1986 with a PCLL degree.

To was one of the first to run in direct elections of the Legislative Council of Hong Kong, in 1991. He was elected along with Frederick Fung of another prodemocracy party Association for Democracy and People’s Livelihoods (ADPL) at Kowloon West. At 28 years old, he was Hong Kong’s youngest legislator. His record remained intact until 2016, when Nathan Law of Demosisto, aged 23, was elected.

He was re-elected in Kowloon West in 2000, 2004 and 2008. In June 2010, he expressed open skepticism of the Democratic Party’s support for the government’s 2012 constitutional reform package but nevertheless toed the party line and voted for the measure. In the reform package, the party had secured the inclusion of a late amendment to hold a popular vote for five new District Council functional constituencies. In a dissenting speech to Legco, he warned of the creation of “super-functional constituencies” with an apparently larger mandate than that of geographical constituency lawmakers.

In January 2008, To divorced his wife Cherry Yuen Choi-lin, over her alleged extramarital affair. They did not have any children.

After Albert Ho’s retirement and Lee Cheuk-yan’s surprising unseated resignation, he became the most senior Legislative Council member. He was the last member of the Class of 91, pro-democrats, who were first elected to the Legislative Council directly in 1991. He is also the only legislator to have been elected directly in every election since 1991 as the highest ranking member of the house. He was elected the convenor for the reorganised pro democracy caucus in October 2016.

James To Kun-sun (/t OU / Chinese: Tu Jin Shen; born 11 March 1963), is a Hong Kong lawyer. He is also the Democratic Party member of Hong Kong’s Legislative Council. He represents the District Council (Second). James To was also a Yau Tsim Mong district council member. To has been the Legislative Council’s most senior member since 2016. From 2016-17, he is also the convenor for the Legislative Council’s pro-democracy Caucus.

He was active in the support for the Tiananmen protests in 1989. He co-founded the United Democrats of Hong Kong in 1990. This was the first major pro- democracy group in Hong Kong. He was re-elected in the 1995 Legislative Council election with 69 percent of the popular vote in his Kowloon Southwest constituency. He served on the Legislative Council until 30 June 1997 at the eve of the handover of Hong Kong when he had to step down with his party and replaced by the Provisional Legislative Council.
