Sir Ian McCartney (born 25 April 1951) is a British Labour politician who served as MP (MP) in Makerfield between 1987 and 2010 He was a member of the Cabinet from 2003 until 2007 in the year Gordon Brown became Prime Minister. He was appointed the Knight Bachelor in the 2010 Dissolution Honours List.
McCartney was appointed Minister of State by the Department of Trade and Industry (DTI) after the general election in 1997, in which Labour took over. At the DTI McCartney rolled out a huge package of employment rights which included whistleblower protection, legislation on the National Minimum Wage and the first time that a holiday is paid and also pushed his way through the Competition Act through Parliament. Being a low-paid employee who was fired for seeking a pound wage increase after having children, McCartney later described the minimum wage as a major issue for him, and said that McCartney would have “died in the ditch” in the absence of the right to it. In the time of his retirement, McCartney also was responsible for the employment relationship as well as working with the Post Office, Company Law and investments in outwards.
He was moved to be Minister of State at the Cabinet Office in 1999, where he was responsible for modernising Government and E-Government. During this year his drug addict son Hugh McCartney died of a heroin overdose in a Glasgow tenement block. In 2001, McCartney became Minister of State for Pensions at the Department for Work and Pensions, and he was promoted to the Cabinet as Minister Without Portfolio and Party Chair in April 2003.
Hugh, known as “Shug”, had battled drug addiction since his teenage years. Only recently released from prison, he had been trying to break his habit. In 2002, McCartney gave an interview to the Sunday Herald discussing his son’s experiences in the justice system and how McCartney believed “the way we deal with addicts sentenced his son to death”. In 2003, McCartney stated in an interview he was still having break downs over the death of his only son.
McCartney’s current and second wife has been Ann Kevan Parkes, whom married in the year 1988.

Attended Lenzie Academy, he left the school at fifteen “under a bit of a cloud” with no qualifications. He led a schoolboys strike when he was 15 and held many jobs after leaving school, including seaman as well as an official in the local government manual and a kitchen employee. He was married firstly to Jean (née Murray), with whom he had son Hugh and daughters Yvonne and Karen, later divorcing. Hugh died aged 23 of a drugs overdose in 1999 in his flat in Parkhead.
