Smith was a Northumberland County Council officer, ran an Advice Centre in Dundee, and was a Constituency Assistant to Sir Menzies Campbell, North East Fife MP. He was also a Councillor, Leader and Member of the Liberal Democrats in Fife Council from 1986 to 1999.
Smith was elected to the First Scottish Parliament in May 1999, to represent North East Fife. He was also appointed Deputy Minister for Parlimentary Business in the government under First Minister Donald Dewar. This was a position he held until Dewar’s passing in the next year.
