Coucher announced on 17 June 2010 that he would step down as Chief Executive of Network Rail stating that this was for personal reasons. He remained in situ while his successor was sought. Coucher officially left Network Rail on 29 October 2010, accepting a payment from the company of £1.6 million. The payment was criticised in the media by the then Secretary of State for Transport Philip Hammond and trade union leaders. Coucher’s successor, David Higgins, started on 1 February 2011.

His working career began as an air-to ground missile designer for Hunting Engineering in 1982. In 2001, INSYS was renamed to INSYS. He then moved into IT services at the American consulting group EDS in 1985. This led him to work on the Oyster card. He and Victoria Pender, a friend, founded Coucher Pender Ltd in 1999 as a transport consulting firm. They provided management services as freelancers to Tube Lines, one the infrastructure maintenance companies of the London Underground public/private partnership. The company was responsible for modernizing three lines. Coucher served as the Chief Executive of Tube Lines from 1999 to 2001.
