Hsu Tain-tsair is one of the most popular and richest Politician who was born on January 23, 1951 in Guantian District, Tainan, Taiwan. Hsu Taintsair (Chinese Xu Tian Cai / pinyin Xu Tiancai ) was a Taiwanese politician. He served as mayor of Tainan City between 2001 and 2010. Hsu was born in Tainan County, now part of Tainan City. He received his PhD candidacy in economics from the United States. From there, he began participating in Taiwan’s independence movement. Hsu was placed on Kuomintang’s blacklist and was forbidden from returning to Taiwan until 1990.

Hsu was elected mayor in Tainan in 2001. He was re-elected in 2004. He was a mayor who focused on beautifying the city and setting up cultural parks. He was a tireless worker to make Tainan’s historical assets more valuable and to restore its former glory. To promote Tainan’s tourist attractions, he declared 2007 Tainan the “year of culture tourism”. His most notable mayoral accomplishments were the renovation of the city’s transportation system, as well as overseeing successful bids for the 2005, 2006 and 2007 Taiwan Lantern Festivals, 2007 International Chihsi Arts Festivals, and 2007 National Games of Taiwan (Quan Guo Yun Dong Hui). His major goal, the renovations of Tainan Railway Station, National Cheng Kung University were to be completed during his term. Due to an accidental killing of a teenage girl while trying to shoot a psychotic suspect, the Tainan City Police Bureau made a decision to develop a special kind of baton in 2006. When dealing with suspects without firearms, the police officers are expected to use the baton first in order to reduce accidents. To commemorate the girl who died, mayor Hsu named the baton after her.

Protests by supporters of George Chang, the DPP member, erupted after Hsu was nominated by the DPP to be the 2001 Tainan mayoral race candidate. Hsu was called a traitor by the protesters, as he had left the party in 1995. They burned their party membership cards to express their disapproval at the party’s decision.

Hsu was an exchange scholar at Columbia University in the United States. He joined the World United Formosans for Independence in the same year and also served as the Taiwan Tribune’s literary editor. He was then placed on the Kuomintang blacklist and was not allowed to return to Taiwan. The New School for Social Research offered him his PhD candidacy. Hsu was invited by President Lee Tenghui to attend a meeting and returned to Taiwan in 1990 as a Taiwanese American professor. The government finally relented after Peng Pai- hsien and Peng Chi-chang, then-legislators, Hung Chi Chang and Hung Chi-chang influenced Hsu.

Hsu began helping World United Formosans for Independence members return to Taiwan in 1991. After being nominated in 1992 by the Democratic Progressive Party, Hsu was elected to the Legislative Yuan. He was elected in 1995 as an independent candidate, although he was not nominated for the DPP. In 1997, he lost the election for Tainan’s mayoral office and became secretary-general of New National Coalition (Xin Guo Jia Lian Xian ), shortly after its establishment. In 1998, he was reelected as a legislator. Hsu left the New National Coalition to rejoin the DPP soon after his re-election as Legislative Yuan. The DPP Central Executive Committee nominated him as the party’s candidate in the Tainan mayoral election.

When Hsu returned to Taiwan, he joined the Democratic Progressive Party (DPP). Having been elected legislator three times, Hsu is considered a privy councilor to the DPP in the field of economics. He was nominated to run for the mayor of Tainan and was elected in 2001. During his terms as mayor, Hsu worked on public projects and encouraged tourism. For example, a police unit was established to facilitate tourists in 2007, and he also improved the environment of the city.

Hsu worked to make Tainan a smoke-free environment. After the successful ban of smoking in public areas such as shopping centers, he pushed through the ban of smoking in historical sites. The Chihkan Tower became the first smoke-free historical site in Taiwan after the passing of the regulation in October 2007.
